LAUC-SB nominations

Dr. Tiffney reviewed the issues that the Academic Senate Library
Committee dealt with this year.

* Academic review of the library was requested and has begun. The
Academic Senate Library Committee requested the review, but the review
will be done by independent committees.  The internal committee made up
of people from UCSB, has sent out a questionnaire and will conduct
interviews. They will also get names for an external review committee, made
up of professional librarians and possibly one other academic from outside
UCSB. The external committee will make a brief visit, review all documents
gathered by the internal committee, and submit a report. Reports from the
internal and external committees will be presented to the vice chancellor.
Most of this will take place in the fall according to present understanding.

* Argued for standardization of online systems among the nine campuses
but were not successful.

* Tried to get agreement on standardization of ILL policies and practices on
all nine campuses. Other campuses were not interested.

* Approved the fineless overdue book policy.

* Approved the removal of the outside book drops.

* Approved the changes in privileges for emeritus faculty. They now only
need to verify their address once a year to maintain library privileges.

* The problem of getting recalled books back in a timely manner was
discussed at length without satisfactory resolution. It will carry over to next
year.

Issues for discussion next year

*  The problem with ILL material that is never picked up will be carried
over to next year. ILL transactions cost the library $20-$30. The committee
wants to gather more data on this.

* A one day symposium on the 21st Century Library at UCSB to envision
what affects the rapid changes in technology, publishing, communications,
etc. Are having on the library and to come up with a model for future
directions for the evolution of the library.

* Increasing faculty and campus awareness of the potential influence on
scholarship and teaching of the proposed changes in copyright laws.

Responses to the serials cuts: Many faculty feel that continued serials cuts
are gutting the programs. Dr. Tiffney is concerned about becoming
parochial in outlook by relying only on journals published in English and/or
in North America.

Dr. Tiffney will continue to chair the Academic Senate Library Committee
next year. He would like to remind us that, if any lauc member has an idea
or a gripe that they think that the senate committee would be interested in
(remembering that the committee is mandated to deal with policy, but not
management), he would be delighted to talk with them.

The new chair of the Academic Senate is also an avid library supporter.

Questions were asked about:

Changes in UC budget allocations where a lump sum is given to the campus.
Both the Academic Senate Library Committee and UC Library Committee
oppose this and want library funding to continue to come from the
President's office, not the Chancellor's office. It is being reconsidered.

The Academic Senate Library Committee was upset to discover that UCSB
has the lowest, or next to the lowest, book budget per faculty and student in
the UC system. They plan to pursue this as part of the review.

Statewide library committee issues tend to be driven by the interests of the
chair. This year the focus has been on electronic publishing and
communications, rather than on policy.
