Minutes of the LAUC-SB Business Meeting
November 11, 1998


Meeting convened at 10:00 am

Announcements:  (Sherry DeDecker)



a Next business meeting will be on December 4 @ 10:00am



b The second UL candidate interview and presentations will be on November 13.

  The presentation will be at Buchanon Hall. The LAUC-SB meeting will be held 

  at the Mary Cheadle Room at 4:00-5:30pm.



c Sally announced the Faculty Legislature meeting this afternoon at 3:30, 

  which includes a Library Committee Report.



d Students have expressed concerns for their safety while working in the 

  library, especially at night. More safety officers will be employed 

  to improve visibility of security inside the library.





1.  Selection Criteria for Digitization (Lyn Korenic)



L. Korenic reported on the committee's plans and charge. The Committee's 

   charge: 

- Look at local issues: the needs of UCSB.

- Identify collections for digitization

- Identify funding sources



There are two main criteria for digitization:  Access and Preservation.  The 

present draft focused on access issues.  The preservation aspect is under  

under the mission of the Preservation Committee.  



L. Korenic wants comments regarding the questionnaire that identifies 

collection for digitization.

B. Uniqueness of the Collection



Committee also looked at: 



Licensing and copyright issues.

Financial cost

Donor constraints on the collections.

Technical Issues.



L. Korenic also reported on the recommendations from UC-wide:



- Digitization projects must have a balance among all disciplines

- Metadata & finding aids must be included

- Once digitized these must be cataloged in MELVYL Catalog system

- Annual review of the digitization guideline

- Require to consult with the Preservation committee





2.  CAAR  (Yolanda Blue)



Three librarian position searches are underway.  Initial review of 

applications are completed. There are over 100 applicants for all 

three positions.  Request for recommendation letters have been mailed.



Music Librarian, now reviewing recommendation letters

Humanities Librarian 

Social Science Librarian



Head of Access Services is advertised.  Applications will be reviewed 

starting December 15, 1998.  The position is available immediately and 

will remain open until filled.



Ray Huerta, Affirmative Action Officer, spoke with all three search 

committees and discussed the following issues:



a. Affirmative Action / Diversity:  While Prop 209 may not allow race/gender

/ethnicity as determining factors in hiring.  However, as recipients of 

federal contracts the university is obligated to uphold non-discriminatory 

hiring practices.  An all one race or one gender applicant pool may be 

viewed as presumatively discriminatory. 



b. Confidentiality:  Can the search committee ask questions from others 

about the candidates beyond recommendation letters?  Yes, only if the 

questions relate to the job and the questions are asked about each candidate.  Huerta suggested that the search committee use a standard letter notifying candidates that additional information from colleagues may be requested.



c. E-mail:  IS NOT PROTECTED SPEECH.  University email records could be 

used in a court of law.  Therefore, do not put remarks about candidates 

on email.



Detrice Bankhead will notify LAUC of position postings at the same time 

these job announcements go to the Affirmative Action office. 





3.  CAP   (Lyn Korenic)



The call has gone out for review.  18 librarians are qualified for review.

Librarians need to know their primary initiator.  Ask CAP who is the primary

initiator if that is not made clear.



Important dates to remember:

	December 7, 1998:    Pre-evaluation conference deadline

	January 27, 1999:    Completed review packet

	March 26, 1999:      Packet received by the Review Committee



Final reviewer will be the Associate Vice Chancellor for Academic Personnel.  At present this position is waiting to be filled. 





4.  CPD  (Nerea Llamas)



a.  January 1998 will be the second call for research proposals.  So far the 

Statewide Research Committee has received one research proposal.  The 

Committee encourages LAUC-SB members to submit proposals. 



b. Travel money: please notify Nerea for changes to allowance requested 

after the initial requested amount was made.  This will help in bookkeeping.



c. December 18, 1998: early registration for ALA





5.  Program Committee  (Lucia Snowhill)



a. Beverlee French (CDL) will have a presentation and update on CDL on 

November 18, 1998.  Times TBA.



b. Committee has plans to invite EVC Nagel to a future program.



c. Spring 1999 workshop:  Themes for this event are being discussed that 

focus on topics that will attract faculty i.e. copyright issues. It will

be something similar to the one day conference at Berkeley entitled,

"Alternative Models for Scholarly Publishing."  Bruce Tiffney will talk to 

EVC Nagel and get her support.  





6. LAUC-Statewide Report of the October 23 Meeting   (Lucia Snowhill)



New LAUC-Statewide Webpage is posted at http://www.ucop.edu/lauc



Last year's charges to various committees were reviewed.

Of important note is the committee's charge regarding the Sexual Orientation

Report.  This report will be filed under the guidelines of the Standard Code

of Parliamentary Procedures (Sturgis).  In so doing, LAUC will use this 

report as future background information.



UC Riverside presented a proposal to plan a LAUC retreat with faculty in 

Riverside.  The primary purpose is to facilitate communication and discussion

of various ideas and scholarships of interest to both faculty and librarians.



The role of LAUC within the new UL structure.  This will be an important 

agenda item in the Fall Assembly, to be held in San Francisco on December 11. Encourage everyone who have time to come.
