Minutes of the LAUC-SB Executive Committee Meeting
with Ronald Tobin
March 5, 1998
Dr. Tobin met with the LAUC-SB Executive Committee at the Chairs request
to share information about LAUCs advisory role to the University and Dr.
Tobins self-perceived role in relation to the Library.
Dr. Tobin began by informing us of his background as a faculty member and
administrator. As Associate Vice Chancellor for Academic Programs, he
heads Instructional Development, Summer Sessions, the Microcomputer Lab
and Extension. Three to four years ago he inherited responsibility for
Instruction Abroad. He serves as UCSB representative to WASC, the Western
States accreditation agency, which in Fall 2000 will undertake a ten year
review of the campus, including the Library. The first "half" of the
review will certify that standards are being met; the second "half" is
essentially an improvement plan. While there is no real doubt of UCSBs
successful re-accreditation, the Administration does not want to be
embarrassed by the status of the Library.
Dr. Tobin stated that EVC Crawford wanted to take action responding to the
academic review of the Library soon after the written review was issued.
Dr. Tobin sees his role as listening and learning. He emphasized his
experience in working with staff in other campus units. It is important
to make clear that the Library is valued and that the Administration
shares the Library staffs concern about the crisis situation attending at
the Library, not dissimilar to that presently facing libraries with severe
budget constraints at a number of other academic institutions. Dr. Tobin
considers himself to serve as liaison between EVC Crawford and the Library
in Dr. Boisses absence. He is not serving as Acting Library Director, nor
is he involved with daily operations. He is not able, nor does he intend
to involve himself in individual personnel matters.
Dr. Tobin informed the Executive Committee that a Search Committee for
Executive Vice Chancellor had been appointed several weeks ago, with the
same constitution as the Search Committee for Provost.
The Executive Committee then shared with Dr. Tobin our perceived role at
the University as academic professionals, our role as advisory to the
Library Director, and several matters of concern, the severe budget
constraints facing the Library and the inability to fill vacant positions.
We referred Dr. Tobin to the recently drafted vision statement. The
vision statements drafted by the librarians were used as the basis for the
Library vision statement.
