LAUC Santa Barbara
General Membership meeting
April 10, 1996
The meeting was called by Chair Andrea Duda to discuss two recent
documents:
Proposed administrative stipends for Librarian Managers/Supervisors
Librarian Salary Survey
Stipends
Gary Peete, statewide LAUC president wants responses from local LAUCs
before sending in a response to C. Judson King.
LAUC has a long history of opposition to stipends. Some of the past concerns
mentioned include the fracturing of collegiality and the fact that the APM
specifically states that advancement is not dependent on administrative
responsibilities. There was a LAUC report on this issue in 1992.
Other reasons given for caution and/or opposition:
Wording of the proposal is vague: stipends may be awarded, but at whose
discretion.
FTE not defined, does it include students?
Separate from the peer review process.
Bad for morale, especially as the stipends are being proposed at a time when
the University is withholding librarians' 1.5 pay increase.
How does this fit in with the trend towards flattening organizations, with
team leaders or coordinators instead of department heads.
In this library stipends would apply primarily to Technical Services staff
Awarding stipends could be used to pull librarians out of the bargaining unit,
thus weakening the union and its efforts on our behalf
Concern about proposed striking out of the following in the APM:
"...regardless if the presence or absence of administrative
responsibilities."
Divisive, harmful to collegiality.
Too many unanswered questions, too vague.
Sal Guerena reported that the Committee on Professional Governance has
discussed the proposal and has many of the same concerns. The committee
thought that the previous LAUC repsonse to this proposal is still valid and
reiterates the objections previously presented by then LAUC President, Ellen
Meltzer. He suggested that LAUC could work with Library Council to create
a viable proposal.
Salary Survey
Gary Peete, statewide LAUC president sent a letter to all the persons cc'd in
the salary survey cover letter to tell them that LAUC has concerns about the
survey.
There are concerns about issues not addressed in the survey:
recruitment vs. Appointment.
hiring at the full librarian level.
cost of living in California.
CSU was left out as they are not ARL libraries, but we are in
competition with them in hiring.
Sal Guereno discussed the Committee for Professional Governance's
preliminary report on the salary survey. Some of the points mentioned:
Stagnating salaries motivates librarians to progress through the ranks quicker,
topping out at an earlier age and earlier in their careers. This is
reflected in the survey as high salaries, but really indicates many
librarians topping out.
Recruitment not adequately addressed.
Frequency of repeated advertising of positions to get an acceptable pool of
applicants.
There is anecdotal evidence of those who don't apply due to the high cost of
living.
A survey is needed to reflect recruitment and retention problems.
The information in the report is inadequate at this point.
Travel funding
There will be 5 national, professional conferences in the next fiscal year: ALA
1996, LITA/LAMA, ALA Midwinter, ACRL, ALA 1997. Joe Boisse
suggested adding the surplus money from the last two LAUC conferences to
next years travel budget.
