LAUC-SB Business Meeting

The meeting convened at 1:00 p.m.

On behalf of LAUC-SB, Sylvia Curtis offered congratulations and best wishes to Nerea LLamas on her new appointment at the Univ. of Michigan, and she expressed appreciation for Nerea's collegiality and her many contributions to the UCSB library.

Sandy Lewis introduced Sigvor Kvale from the University Library of Trondheim in Trondheim, Norway. Sigvor will be at UCSB for six months working with Sandy to observe and learn about our instructional program.

AGENDA
1. 2000-2001 charges to LAUC-SB committees.
2. Report from the Chair on the statewide LAUC Executive Board meeting (2 Feb. 2001).

1. 2000-2001 charges to LAUC-SB committees. Curtis distributed copies of the charges. In-progress reports are to be presented to LAUC-SB by the Spring Assembly, to be held on 27 April 2001 at UCI.

CAAR (Committee on Appointments, Assignments, and Reassignments) is charged to: review the checklist drawn up by CAAR 1999-2000 for appointment procedures; review appointment procedures stemming from the new MOU (Memorandum of Understanding); submit recommendations on these procedures to LAUC-SB.

CAP (Committee on Advancement and Promotion) is charged to: address any local academic review procedures stemming from the new MOU; work to clarify criteria for confidential versus nonconfidential letters in review packets; report these findings to LAUC-SB.

CPD (Committee on Professional Development) is charged to: examine issues of base travel allocation as stated in the new MOU; examine criteria for administrative travel; report these findings to LAUC-SB.

2. Report from the Chair on the statewide LAUC Executive Board meeting (2 Feb. 2001). Curtis announced that (1) LAUC Spring Assembly will take place on 27 April at UCI; and (2) the Bylaws amendments passed overwhelmingly. She reported that Cathy Palmer, statewide LAUC president, is interested in having the "distinguished" designation separated from the librarians' series. Also discussed at the meeting was the LAUC Web page and the issue of copyright ownership by librarians.

Curtis distributed copies of (1) Patricia Inouye's 13 Nov. 2000 letter to Judson King regarding new UC library buildings; (2) the letter's accompanying LAUC resolution urging support for new UC library buildings; and (3) King's reply, 2 Jan. 2001. In view of the concerns raised by the King letter, LAUC will draft a response, with all LAUC members having an opportunity for input.

Pritchard summarized discussion of the King letter at the 2 Feb. 2001 joint meeting of the ULs and the University Committee on the Library (UCOL). UCOL will respond with a letter to the Academic Council. A response to the King letter will come as well from the UCSB Senate Library Committee in the form of a letter to the chancellor stressing the need for a new library building on this campus.

3. Library Council report (DeDecker). Pritchard has queried Library Council on two issues: Are those working in the library interested in receiving information on the UL advisory structure so that it is better understood? Another issue is Waves: what kinds of reports would people like to see included, and what is the appropriate balance in the newsletter between personal and library-related information? Finally, DeDecker reported that summer session will expand in 2001, with some classes extending beyond the usual six-week session; more information will be forthcoming. Pritchard remarked that the Administrative Group (AG) is studying the relevant administrative issues surrounding the expanded summer session.

4. Report from the Task Force on LAUC Evaluation of the UL Advisory Structure (Snowhill). Snowhill distributed a memo from Cathy Palmer, statewide LAUC president, stating the charge to the task force, listing its members, and providing background information. The group will complete a report by April. Its purpose is to examine the structure from LAUC's perspective, including terms of appointment and job descriptions for the LAUC representatives to the various advisory groups and the effectiveness of this representation.

5. Discussion: LAUC-SB recommendations on librarian positions. The discussion addressed needs in both public and technical services. The following areas were mentioned: Latin American Studies, Middle Eastern Studies, outreach, electronic resources (including cataloging), English and related areas, training, archives, Slavic/Russian. Pritchard said that LAUC should forward its priorities to her. Marilyn Moody suggested that prioritization be according to functional areas rather than positions. Catherine Nelson noted that while the new system will no doubt affect staffing needs, we will be in a better position to assess the impact after Pegasus II is up and running; tech services needs could appropriately be reviewed at that time.

6. Academic Senate Library Committee report (Schroeder, Pritchard). See no. 2, para. 3 above. Another issue before the committee is faculty and doctoral library carrels. As a temporary solution to the long waiting list for the latter, the committee will recommend that doctoral candidates be assigned to available faculty carrels (doubled up where possible). For the longer term, the committee will review the existing guidelines for carrel assignment and study related issues, such as storage space in doctoral carrels. In addition, the committee will recommend that current guidelines be actively enforced.

7. LAUC laptop report (Vasi). Some problems with the laptop's configuration are being resolved and it should be ready shortly. Network access is a problem with the library laptops; groups requesting laptops may be asked to fund an ISP.

The meeting concluded with a brief round robin and adjourned at 2:20 p.m.
